Still so many uninsured people in Bexar County are having trouble getting online to the market place to enroll for health insurance. 

Some say that's why they've chosen not to go online yet because of so many issues.

Consumers including those on care link, a financial assistance program, are finding another way around the problem.

Regardless of the glitches they are still encouraging people to start the process.

Now they're relying on paper applications or enrolling over the phone.

Dr. Virgina Mika says their staff has been assisting people complete applications over the phone because then they know right away if they are eligible or not.

Joy Mccollum is trying to get healthcare assistance for her heart problems.

Carelink certified application counselors will help her soon find out if she is eligible for carelink or the health exchange.

Carelink members are required to make payments towards medical bills.

Administrators believe some will find a plan on the exchange that will be just as affordable.

They are asking people to look at the plans and pick the one that best fits their needs.

University health system is asking all Bexar county residents on Carelink who want to enroll for the health exchanges to continue the process.
