Man arrested after puppy found locked in hot car at Texas Walmart

A man was arrested in Manor, Texas after he left his puppy in a locked and hot car while he did his shopping on Saturday.

According to the arrest affidavit, Chandler Allen Bullen, 20, was shopping in the Walmart along US 290 near FM 973 when a Manor Police officer responded to call of a puppy locked in a car that was not running.

The puppy was panting and crying as well as attempting to hide under the seats to find shade, according to the affidavit.

Officers used a tire iron to reach through a partially-opened sun roof and press the unlock button.

The dog, described as an eight-month old female “Mexican Wolf / German Shepard” mix, was given water and provided relief in air conditioning. She was also reportedly infested with fleas and had several lesions.

Bullen exited the store and was arrested. He stated that he was shopping for approximately 30 minutes and did not leave the car running because he “did not want to waste gas”. Bullen told officers the puppy’s name was “Annabelle”.

Temperatures that day reached 99 degrees with a 109 heat index at the time of the incident, according to the National Weather Service.

Bullen is charged with cruelty to non-livestock animals, a class A misdemeanor, and held on $4,000 bond. He is no longer listed as an inmate in the Travis County Jail.
