SAN ANTONIO - Police arrested a man Friday who could not find his charging cord and then dragged his 12-year-old sister by the hair in retaliation.

Joseph De Leon, 18, could not find his charging cord when he began dragging his sister and punched her repeatedly in the face with closed fists, according to an arrest affidavit. The child suffered bruising and a bloody nose from the assault.
