Leaders Propose Changes to Reduce Graffiti

San Antonio has a serious graffiti problem so on Tuesday city leaders tried to come up with a solution.

Councilman David Medina and police Chief William McManus told a city committee there should be more engagement for youth to keep them from tagging.

Medina laid out a plan that includes a big push to have more mural artwork since buildings with murals are almost never tagged.

"It shows that our youth have this respect for other artists in the community," Medina said.

"I think that if we were to focus more on that within our city departments and encourage more of our youth to [participate] in these positive art projects it could really help."

The proposal was to a city committee.

Billie Sol Estes to be remembered at funeral

GRANBURY, Texas (AP) -- Family and friends are set to remember flamboyant swindler Billie Sol Estes, a man whose name was synonymous with Texas-sized schemes, greed and corruption.

The funeral for Estes is set for Saturday afternoon in Granbury, located about 40 miles southwest of Fort Worth. Estes died in his sleep Tuesday at the age of 88.

He became one of the most notorious men in America in 1962, when he was accused of looting a federal crop subsidy program. But he reigned as the state's king of con men for nearly 50 years.

Estes was best known for the scandal that broke out during President John F. Kennedy's administration involving phony financial statements and non-existent fertilizer tanks. Several lower-level agriculture officials resigned and Estes wound up spending several years in prison.
